On the 5th of June 2024, the SAPIENS Network Early Stage Researchers Alexandru Buftic (Babeș-Bolyai University), Felippe Vilaça (University of Gävle), Haitham Ghaida (Hasselt University) and Nadia Sava (Babeș-Bolyai University) delivered a scientific webinar on the topic of Public Procurement: a systemic approach to sustainability and technology.

The webinar was moderated by Dacian C. Dragoș, Professor of Administrative and European Law with the Public Administration and Management Department at Babes-Bolyai University, Sebastien Lizin, Assistant Professor at the Faculty of Business Economics and vice-chair of the Department of Economics at Hasselt University and Roxana Vornicu, PhD, Senior Lecturer at King´s College London, Centre of Construction Law, and Managing Partner of Sirbu & Vornicu Law.

The webinar tackled various current challenges related to sustainability in public procurement. The presentations covered different topics, united by the concepts of sustainability and digitalisation in public procurement. The speakers highlighed the value of taking a systemic approach to sustainability in public procurement, the role of monitoring green and sustainable considerations in the process, the importance of EU legislation in the uptake of sustainability as well as effect of life cycle assessment reserch for sustainable building design.

​Introduction and presentation of the speakers

1. Felippe Vilaça – A holistic approach to sustainable public procurement.

His presentation focused on a recently published paper, entitled ‘Developing a harmonic sustainable public procurement framework’, co-written with Lead Researcher Rodrigo Lozano and Lead Researcher Maria Barreiro-Gen. The main aspects examined were the elements involved in integrating sustainability into public procurement from a systemic perspective.

2. Nadia Sava –  Digital and sustainable public procurement – the role of data monitoring.

The presentation shared the findings of her paper: The eForms Regulation and Sustainable Public Procurement Data Collection, that explored the main provisions and limitations of the new EU standard for (sustainable) public procurement data collection. She discussed the relationship between digital and sustainable public procurement and the importance of public procurement data monitoring in her presentation.

3. Alexandru Buftic – Advancing Sustainability in EU Public Procurement through Sectoral Legislation.

His presentation explored how the European Union is driving sustainability in public procurement through sectoral legislation, with a focus on the construction industry and the role of Directive 2023/1791 EED in promoting energy efficiency and green public procurement practices.

4. Haitham Abu Ghaida – Promoting Sustainable Building Design through Public Procurement: Insights from Life Cycle Assessment Research.

In his presentation, he shared key findings from his recently published paper, “Accounting for product recovery potential in building life cycle assessments: a disassembly network-based approach.” He focused on the role of design for disassembly principles in reducing embodied greenhouse gas emissions in buildings and the implications for public procurement policies in driving sustainable construction practices.

She holds a Bachelor in Law and a Bachelor in Philosophy from Babeș-Bolyai University in Romania. She specialized in business law and corporate social responsibility in international, European, and national systems at Paris II Panthéon-Assas University and Paris Dauphine-PSL University.
