Dacian Dragos 

Dacian C. Dragos is Jean Monnet Professor of Administrative and European Law with the Public Administration and Management Department, and the Law Doctoral School at the Babes-Bolyai University, Cluj-Napoca, Romania, co-director of the Center for Good Governance Studies; World Bank ST Expert in Public Procurement (since 2020). President of the National Research Ethics Committee, Ministry of Research (2017-2018 and currently, since June 2020).

He was a Marie Curie Fellow at Michigan State University (2005-2006); Scientific Coordinator of the Commission for drafting the Administrative Procedure Code of Romania (2006-2008) and Expert in the Commission for drafting the Administrative Code (2010-2011); European Commission ST expert for administrative reform in Albania and Turkey.

His research publications include four edited international books, over 40 chapters in international books, seven books in Romanian as a single author and four in collaboration, and over 50 papers in scientific journals.

SAPIENS PROJECT ROLE

Dacian supervises ESR 4 and co-supervises ESR 6. He will also host the Law and Economics Summer School in 2022.

Dacian was a member of the Presidential Commission for Analysing the Constitutional System of Romania (2008-2009); Chair of the `Law and Administration` Panel of the European Group of Public Administration (since 2010). He is also a consultant in public procurement law and policy for various international and national firms and authorities (including ICSID).
