The interdisciplinary character of the individual research projects as well as the differences in lead researchers’ disciplinary backgrounds requires mixed methods research (MMR).

The MMRs developed will involve technical research method design with instrument selection, the sampling plan, and the analysis plan

Data will be integrated with constant awareness of ethical consideration throughout the design and implementation of the MMR

How

To address current major gaps in knowledge and training and build the knowledge base necessary to effectively use SPP as a tool to achieve the SDGs, SAPIENS is structured to pursue six research objectives (ROs).

RO1

To understand the role of all available instruments of hard law and soft law (EU Directives, Recommendations, Guidance Notes, free trade agreements, bilateral treaties, multilateral treaties, statutes, laws, codes, regulations, etc.) in fostering SPP.

RO2

To understand the full range of all SDGs old (social and environmental) and new (for example gender equality and climate) to be promoted through PP.

RO3

To understand the full range of PP techniques (for example reserved contracts, margins of preference, division into lots, award criteria, life cycle costing, contract performance clauses, eco- and social audit) to achieve the SDGs.

RO4

To understand the tools to measure the impact of PP techniques aimed at fostering SPP.

RO5

To establish SPP as part of sustainability studies. The interdisciplinary character of SAPIENS will make SPP a new and relevant sub-discipline of sustainability studies.

RO6

To promote the uptake of SPP, including the use of the most efficient techniques and their benefits and limits through effective dissemination and outreach activities.

The research program of SAPIENS will be delivered through 6 work packages (WP). The 15 early stage research projects will be allocated to the first three (scientific) WPs, addressing the three dimensions of SDGs.

WP1

SPP: from the international agenda to actual buying practices includes ESR1 to 7. These 7 ESR projects lay the ground for a fresh approach to research on PP and sustainability.

WP2

Procurement to achieve the SDGs is comprised of ESRs 8 to 12. This WP will analyse how SPP directly links procurement to the SDGs.

WP3

Sectorally applied SPP is comprised of ESRs 13 to 15. All relevant dimensions of SPP in relation to the appropriate SDGs will be investigated with reference to construction, textile, and catering sectors. These three procurement markets have been chosen not just for their considerable economic importance but because they involve different mixes of societal issues to be addressed in the light of the SDGs.

These 15 projects (ESRs) are distributed between the 19 supervisors and co-supervisors covering 6 different disciplines.

The lead researchers and supervisors create the training programs and support the PhD students in their various disciplines throughout the program.
