ESR 5
Collaboration between procurers and suppliers, as well as other stakeholders, is in including economic, environmental, and social in the tender process, as well as to continuously reassess and align the sustainability goals of procurers and suppliers throughout the entire contract cycle. Collaboration must start to take place in the tender preparation stage.
The ESR will identify economic, management, and legal factors driving or hindering collaboration, study how these factors influence the uptake of SPP, and analyse the tools and approaches used to assess sustainability throughout the entire procurement and use phases and to communicate them effectively.
ESR 5 was supervised by Rodrigo Lozano and co-supervised by associate professor Małgorzata Koszewska.

Learn More About Felippe Vilaça
Felippe Vilaça Loureiro Santos is an Adjunct Senior Lecturer at the Faculty of Engineering and Sustainable Development, University of Gävle (Sweden), and Principal Investigator at the Jataí Institute (Brazil). His research focuses on exploring the drivers for and barriers to implementing sustainable public procurement (SPP) in various contexts, including the contribution of collaborative arrangements to the development of more sustainable consumption and production.
He is a former SAPIENS Early Stage Researcher and defended his PhD thesis titled “Breaking the public procurement walls: Organisational changes for a collaborative approach towards sustainability” in June 2025 at the University of Gävle. His doctoral research explored the role of collaboration between stakeholders in SPP, including a holistic approach to the SPP system, organisational changes for implementing SPP, the elements of collaboration in SPP, and how organisations can move towards being more collaborative in the SPP context.
Felippe has also built a robust career in public procurement. His experience spans sixteen years across various public organisations in Brazil, including the Ministry of Education, the Federal Public Defenders’ Office, and the Brazilian Hospital Services Company.
